Etimad — Digitizing $48 Billion in Government Procurement

Saudi Arabia's Etimad platform has transformed government procurement into a fully digital process, handling $48 billion in annual contract value with automated compliance and transparency.

The Etimad platform represents one of the most significant digital governance achievements of Vision 2030 — the complete digitization of government procurement processes that collectively manage $48 billion in annual contract value. The platform, operated by the Ministry of Finance, has eliminated paper-based procurement, reduced contracting timelines by 60%, and introduced unprecedented transparency into government spending.

Platform Capabilities

Etimad handles the full procurement lifecycle: requirement definition, tender publication, bid submission, evaluation, award, contract management, delivery verification, and payment processing. Every step is documented, timestamped, and auditable. The platform processes approximately 42,000 procurement transactions annually across all government entities.

Key features include automated eligibility checking against Zakat, Tax and Customs Authority records, real-time integration with the Saudi Arabian Monetary Authority for payment processing, built-in compliance verification against procurement regulations, and a supplier performance rating system that influences future bid evaluations.

Transparency and Anti-Corruption Impact

The platform’s transparency features are a core element of Saudi Arabia’s anti-corruption strategy. All tenders above SAR 500,000 are published on the platform with standardized evaluation criteria disclosed in advance. Bid evaluation scores are visible to all participants, and appeal mechanisms are built into the workflow.

The National Anti-Corruption Commission has credited Etimad with a 43% reduction in procurement-related complaints and a measurable improvement in competitive bidding, with the average number of bidders per tender increasing from 3.2 to 5.8 since the platform’s full deployment.

SME Access

Etimad has been particularly impactful for small and medium enterprises. The platform’s standardized processes and digital access have lowered barriers to government contracting, with SME participation in government procurement increasing from 12% to 28% of total contract value. The government’s mandated 20% SME procurement target is now tracked and enforced through the platform in real time.
